Organisational Background and Operational Context
RAGJ is a non-profit association established in 2013. Its focus is on promoting the voices and social and economic opportunities of girls and women in Cameroon. RAGJ is a unique learning organisation that has penetrated even the most isolated and hard-to-reach communities. RAGJ's Assets-Based Community-driven Development (ABCD) approach is the cornerstone of our actions. RAGJ is currently implementing its short-term (2021-2025 strategic) plan, which focuses on innovating and building resilience in conflict through an integrative emergency management strategy for grassroots communities and institutions in Cameroon. RAGJ runs four programs: Justice and the Rule of Law (JRoL), Governance and Democratic Accountability (GDA), Assets and Natural Resource Governance (ANRG), and Monitoring, Evaluation, Accountability and Learning (MEAL).
Role Description
This is a full-time, on-site role located in Bamenda. The MEAL Officer shall, within the framework of RAGJ’s short-term (2021-2025 strategic) plan, support the operationalisation of RAGJ’s MEAL system by ensuring effectiveness, efficiency, pertinence, impact, sustainability, and coherence of actions and improvement in the governance framework and risk management process of RAGJ.
Responsibilities
- Facilitate the filling/archiving system and database management processes to support RAGJ’s risk management, governance framework, and performance management processes.
- Update and implement projects, programs, and plans in compliance with internal rules, procedures, and practices outlined in the MEAL policy of RAGJ and applicable regulations.
- Design and implement comprehensive MEAL frameworks to assess program effectiveness, efficiency, and impact and ensure database accuracy, consistency, coherence, and relevance.
- Establish adaptative learning methodologies that enhance integrative decision-making.
- Design and conduct qualitative and quantitative data collection, imputing, analysis, and reporting using RAGJ’s database system and context-suitable tools.
- Support program teams in developing theories of change and logical frameworks.
- Ensure accountability mechanisms are in place, including feedback loops and community engagement strategies that match RAGJ’s databases and respond to appropriate needs.
- Facilitate training and capacity building of staff and local partners on MEAL practices.
- Write and present reports, including lessons learned and best practices, to stakeholders.
- Coordinate protection monitoring activities across multiple localities and areas of intervention.
- Collaborate with external evaluators, contributing to program evaluations and learning processes.
- Perform other tasks as shall be required.
Qualifications
- Master’s degree in project management, development, or social sciences.
- A minimum of five years of experience in monitoring and evaluation, preferably in a development or humanitarian context, especially in conflict-affected areas.
- Excellent understanding of protection concerns such as legal assistance, gender-based violence, child protection, housing/land/properties, and protection monitoring activities.
- Experience working with community-based accountability systems.
- Strong understanding of MEAL methodologies, database management tools, and best practices.
- Strong application of diverse data collection and analysis tools.
- Excellent analytical, critical thinking, and communication (written and verbal) skills.
- Strong interpersonal skills, with the ability to work effectively in diverse teams and a fast-paced and multicultural environment.
- Proficient in data analysis software (SPSS, etc.), Kobo Toolkit, and Microsoft Office Suite.
- Fluency in English and French is required; proficiency in local languages is an advantage.
